Phase 1 and Phase 2 Temporary Approval Renewal Fee Deadline Extension

On July 1, 2020 the Department of Cannabis Regulation sent the following communication to Phase 1 and Phase 2 Applicants with Temporary Approval:

Phase 1 and Phase 2 Temporary Approval Renewal Fee Deadline Extension

The deadline to remit payment to the Office of Finance (Finance) for 2019 and 2020 Temporary Approval renewal fees is hereby extended until Friday, July 17, 2020. Cash paying customers are required to make an appointment to remit payment at the Finance City Hall public counter. Customers with more than 40 money orders are required to make an appointment to pay in-person at the Finance Van Nuys public counter. Finance will be accepting appointment requests to conduct in-person transactions related to the payment of these fees until 4:00 p.m. Wednesday, July 8, 2020. To request an appointment, Applicants must email finance.csd.appt@lacity.org, with the subject “Request to Pay Cannabis Business Taxes and/or Renewal Fees” and “cc” dcrlicensing@lacity.org. Please include the following information in the body of the email:

  1. Legal name

  2. BTRC Account Number

  3. Estimated or actual payment amount

  4. Contact name and telephone number

  5. Copy of documents such as DCR Permit Renewal Invoice and Finance business tax reporting forms, notice of tax due and/or audit assessment billing must be attached

 

In addition to the information required above, Applicants are required to provide a current invoice** from DCR at the time of the in-person appointment.  Only the transaction for which the appointment is made will be handled during the appointment.  A Finance representative will contact the requestor with the time and date of the appointment.  

Depending on the number of appointments requested, Finance may schedule appointments beyond the July 17, 2020 deadline. DCR will not abandon these applications provided full payment is received on the scheduled appointment date. Failure to make an appointment does not relieve the Applicant from ensuring payment is received by Finance on or before July 17, 2020. In addition to in-person appointments, payments may be made using one of the following payment options:

  • On-line via Credit Card, ACH, E-check or Dama Electronic Payment

  • Dama Financial (requires previous enrollment)

  • By mail (for business tax only) - check, cashier’s check or money order

Temporary Approvals which are not renewed by the deadline or by the scheduled appointment date will expire and a new Temporary Approval or License must be obtained by the Applicant in order to resume any Commercial Cannabis Activity at the Business Premises.

**Current Invoices: Applicants can log into their Accela account to access and print a current invoice with the revised due date. Due to recent upgrades to Accela's web application system, the Accela Citizen Access URL has changed. To review and print your invoice, or to review application details, please use the following URL: https://aca-prod.accela.com/LADCR.

Additional Notes:

  • It is the Applicant’s responsibility to communicate directly with Finance regarding any  time extensions related to outstanding tax obligations. 

  • Finance will only service the account associated with the appointment. 

  • A separate appointment is required for each location associated with a BTRC account.

  • Finance will not accommodate "extra" accounts as they are considered "walk-ins". 

  • Appointment requests for multiple locations associated with the same BTRC account may be included in a single email provided all of the locations are listed in the email.

The following rules must be strictly observed when visiting City Hall during the appointment:

  1. A face covering/mask must be worn at all times. 

  2. Social distancing will be strictly enforced.

  3. Individuals appearing to be sick will not be admitted. Please consider the health of City staff and stay home if you are feeling sick. 

  4. Only one person will be admitted into City Hall for each appointment. No “guests” will be allowed to enter City Hall. 

  5. The individual with the appointment will be escorted at all times by City staff and will not be allowed to stay in the building beyond the appointment time, for any reason.
