State License Application Process
As noted above, you must obtain both a State license and a City license before engaging in any commercial cannabis activity in Los Angeles. Therefore, if you obtain an annual license from the City, you still must obtain a license from the state before you can engage in any commercial cannabis activity. Obtaining a license from the City will not guarantee that the State issues you a license.
There are three state cannabis licensing agencies, which have the following jurisdiction:
- Bureau of Cannabis Control (BCC): Issues licenses for retail, microbusiness, distribution and testing.
- California Department of Food and Agriculture (CDFA): Issues licenses for cultivation.
- California Department of Public Health (CDPH): Issues licenses for manufacturing.
Each of these licensing agencies has its own application requirements and the City cannot advise you on how to obtain a state license.
