In August 2021, the Department of Cannabis Regulation (DCR) announced its new application and modification request processes. At that time, DCR communicated that Phase 3 Retail Round 1 Applicants deemed eligible for further processing under Los Angeles Municipal Code (LAMC) section 104.06.1(b) would have until December 31, 2021 to submit an entity substitution and/or relocation modification request. DCR has removed this December 31, 2021 deadline. 

Under LAMC section 104.03(e), Phase 3 Retail Round 1 Applicants who submit a relocation modification request on or before December 31, 2021 will not be subject to the Business Premises Relocation Fee but are subject to the Modification Request Form Review fee(s) pursuant to Section 104.19. After December 31, 2021 Phase 3 Retail Round 1 applicants deemed eligible for further processing may submit relocation modification requests, but Applicants will be subject to the Business Premises Relocation Fee and the Modification Request Form Review fee(s) beginning January 1, 2022. 

Please note that the State of California’s Department of Cannabis Control (DCC) is accepting certain provisional license applications only until March 31, 2022. As such, relocation modification requests deemed filed on or after March 1, 2022, may not be processed by DCR before the State’s DCC provisional license application deadline.
