Partnering City Departments
There are a number of departments in the City of Los Angeles that are relevant to the Cannabis License application process. These include:

Department of Cannabis Regulation - This is the lead agency for cannabis licensing. |
Office of Finance - Business Tax Registration Certificates (BTRCs) are required by all licenced cannabis businesses. |
Fire Department- DCR coordinates with the Fire Department when conducting inspections to ensure that licenced cannabis businesses follow all relevant fire codes. |

Department of Building and Safety - DCR coordinates with Building and Safety when conducting inspections to ensure that licenced cannabis businesses follow all relevant building and safety codes. |
Department of Water and Power - An account with the Department of Water and Power is required for businesses to manage their water and power bills. |
Department of Sanitation - LA Sanitation (LASAN) is responsible for the collection and removal of all solid materials and waste in the City of Los Angeles. Businesses or public entities that are subscribing to waste collection services or are a multi-family residential property of five or more units are required to have a recycling program. |

Bureau of Cannabis Control (BCC) - The Bureau of Cannabis Control (part of the Department of Consumer Affairs) is the lead agency in regulating commercial cannabis licenses for medical and adult-use cannabis in California. The Bureau is responsible for licensing retailers, distributors, testing labs, microbusinesses, and temporary cannabis events. |
CalCannabis Cultivation Licensing – CalCannabis Cultivation Licensing, a division of the California Department of Food and Agriculture (CDFA), ensures public safety and environmental protection by licensing and regulating commercial cannabis cultivators in California. CalCannabis also manages the state’s track-and-trace system, which tracks all commercial cannabis and cannabis products — from cultivation to sale. CalCannabis is organized into three branches: Licensing, Compliance and Enforcement, and Administration. |
Manufactured Cannabis Safety Branch (MCSB) – Manufactured Cannabis Safety Branch, a division of the California Department of Public Health, (CDPH) is responsible for regulation of all commercial cannabis manufacturing in California. MCSB strives to protect public health and safety by ensuring commercial cannabis manufacturers operate safe, sanitary workplaces and follow good manufacturing practices to produce products that are free of contaminants, meet product guidelines, and are properly packaged and labeled. |
