DCR has established rules and regulations regarding licensed cannabis retailers. For example, did you know that the following activities are prohibited at the business premises of a legal cannabis business?
- The sale of alcoholic beverages and tobacco products
- The consumption of cannabis and alcohol
- The issuance of physician recommendations or approvals
- The giving away of free samples

Social Equity Program Manager
DCR is now accepting applications for a Social Equity Program Manager. The selected individual will work closely with the Executive Director, both Assistant Executive Directors, and Department Staff to implement the City’s Social Equity Program. The Program’s purpose is to enable those adversely affected by the war on drugs to have equitable access to the business ownership and employment opportunities within the newly legitimized local cannabis industry. In order to be considered, resumes must include: A description of your relevant experience; description of your role in your current and former organization(s); at least one major professional accomplishment in which you played a key role; and any other relevant experiences or unique characteristics which could further qualify you for this position.

On April 17, DCR Director Cat Packer, Councilmember Curren Price, and Councilmember Marqueece Harris-Dawson joined Los Angeles City Attorney Mike Feuer to announce that his office is seeking an injunction against a South Los Angeles commercial cannabis business for allegedly operating illegally and selling cannabis allegedly found to contain a dangerous pesticide banned for use on cannabis in California. This is the first civil enforcement action in California of which the Office of the City Attorney is aware to allege cannabis sold by an unpermitted location containing pesticide. DCR is responsible for providing clear guidance as to what constitutes legal and illegal commercial cannabis activity. |
On Tuesday, April 16, the Rules, Elections, and Intergovernmental Relations (REIR) Committee approved seven items related to cannabis.
- Item 1 was a City Attorney report and Ordinances relative to amending the Los Angeles Municipal Code regarding a first come, first serve application process for retailers of commercial cannabis activity, Phase 3 storefront retail applicants, deadlines for Phase 2 applications, the Rules and Regulations for Cannabis Procedures, and other related matters.
- Item 2 was a motion that requested the City Attorney to prepare and present an Ordinance, which would enable City departments to recover all costs associated with utility disconnection or other actions taken to shut down illegal cannabis businesses.
- Item 3 was a resolution that supports the County’s to resentence cannabis-related convictions. This resolution also includes support for AB 1076, which would automate arrest and conviction relief to eligible persons.
- Item 4 was a resolution that supports SB 67, which would revalidate an expired temporary license if the licensee applied for an annual state license before the temporary license’s expiration date, and authorize a licensing authority to issue a provisional license to applicants with an extended temporary license for commercial cannabis activity.
- Item 5 was a resolution that supports SB 51, which would provide for the licensure and regulation of cannabis limited charter banks and credit unions for the purpose of providing banking services to cannabis-related businesses.
- Item 6 was a resolution that supports SB 658, which would expand the access of the Track and Trace Program’s database to local jurisdictions and establish a statewide retail cannabis emblem program to identify safe and legal cannabis businesses.
- Item 7 was a resolution that supports AB 1417, which would prohibit the operator of an online platform or application from displaying advertisements for the sale of cannabis products unless the advertisement displays the license number of the cannabis business, and would allow for civil action for violations of cannabis advertising and marketing requirements.

The Cannabis Regulation Commission holds public hearings related to the issuance of Licenses to engage in commercial cannabis activity. In addition, the Commission may recommend to the City Council amendments to the City's Rules and Regulations. To learn more, please visit the Commission webpage.
